Russian airstrikes left Kyiv without power and running water for several hours on Wednesday, according to local officials.

President Volodymyr Zelenskyy announced that the death toll in the village of Komyshuvakha rose to 40 on Tuesday.

The village is located in the Zaporizhzhia region near the front line.

Zelenskyy stated that 30 more people may remain buried in the rubble.

"Unfortunately, there has been very little reaction from the world to this insane attack," Zelenskyy wrote on X.

He added that the strike demands a strong response because evil goes further if left unanswered.

Ukraine’s air force reported that Russia launched 310 drones overnight.

This total included 81 jet-powered drones.

The air force said it downed or suppressed 272 of the drones.

Residents in Kyiv were told to use public drinking fountains during the outage.

Emergency centers opened in the hardest hit areas to provide hot tea and charging stations.

DTEK, Ukraine’s largest private energy company, said emergency shutdowns ended after repairs were completed in the capital's grid system later in the day. The city's water utility confirmed that supplies were restored. Mykhailo Semikin, acting head of the regional military administration, confirmed the toll in Komyshuvakha reached 37 earlier in the day. Ivan Fedorov, co-chair of the regional defense council, said 12 bodies had been identified. The National Police of Ukraine said specialists were collecting DNA samples from relatives because visual identification of some bodies was not possible. Body camera footage from a police officer killed in the strike shows him entering a shelter after the bomb hit. He urged survivors to go down before the video cut to black. Vladyslav Makhovskyi, a Baptist pastor who joined the search, said many victims could not breathe when the bombs hit. Officials from the United States, Germany, France, Britain, NATO, and the European Union met in Brussels on Wednesday to discuss postwar security and reconstruction. These talks precede a new round of U.S.-brokered peace negotiations next week. Zelenskyy awarded U.S. first lady Melania Trump the Order of Princess Olga for her humanitarian support and role in brokering a ceasefire in Oleshky. Kremlin spokesman Dmitry Peskov said Moscow hopes President Donald Trump will continue efforts to end the war regardless of the midterm election results. The Russian Ministry of Defense claimed it shot down 709 Ukrainian drones overnight. A drone attack also caused a fire at an Ozon logistics center in Adygea, though no casualties were reported.
