Ukraine’s General Staff reported that Russian forces utilized the ceasefire in Oleshky, Kherson Oblast, to upgrade their military infrastructure and logistics. The assessment notes that Moscow used the humanitarian pause to rotate units, reinforce defensive positions, and expand anti-drone measures along key road networks. The report specifies that logistics capacity increased, including the delivery of additional ammunition during the truce.
The General Staff stated that Ukrainian defense units strictly observed the agreement terms while ensuring the cessation of hostilities allowed for a safe humanitarian operation. Aid supplies were delivered to their intended destinations within the occupied city. Ukrainian citizens who requested evacuation were transported to territory under Ukrainian control.
Dmytro Lubinets, Ukraine’s Parliamentary Commissioner for Human Rights, announced the ceasefire at 03:00 on 27 October. The agreement ran until 22:59 on 1 November. Russia’s Defence Ministry confirmed the start of the truce. The evacuation route for residents traveled through Russia and Belarus before reaching Ukraine.
Volodymyr Zelenskyy, Ukraine’s president, declared the humanitarian operation successfully completed on 31 October. He reported that all evacuated Ukrainian citizens crossed the state border in Chernihiv Oblast. Lubinets ended the ceasefire on the evening of 1 November, stating that both parties honored their commitments throughout the period.
The General Staff emphasized that the truce facilitated the movement of people and goods while the opposing side focused on strengthening its tactical setup. The report highlights the disparity in how each side utilized the six-day window, with one side focusing on evacuation and the other on military preparation.
