Federal courts ruled against the Trump administration in two separate legal battles on Wednesday.

The first dispute involved the ballots of suspected noncitizen voters in California. The second concerned operations within the Department of Homeland Security. These losses mark a setback for the White House as it pushes its agenda.

In a parallel development, a federal grand jury in Santa Ana, California, issued subpoenas to election officials in Los Angeles County. Federal prosecutors requested these documents during the mid-October public legal fight over the state's voting records. The subpoenas demanded specific information about how ballots were processed and managed.

On the international stage, the State Department approved a proposed $2.1 billion sale of Patriot air defense interceptors to Ukraine. The purchase includes 500 Patriot missiles. Donations from Canada, Germany, and Norway will fund the entire transaction, meaning no American tax dollars are involved in this specific sale.

Ukrainian President Volodymyr Zelenskyy had warned earlier this month that his country was nearly out of these vital military munitions. Kyiv had previously accused the Pentagon of delaying the delivery of the systems needed to stop Russian ballistic missiles. The approval aims to address those supply concerns.

Meanwhile, voters in West Virginia are electing leaders for federal and state offices on Tuesday. Polls in the state close at 7:30 p.m. ET. The Associated Press Decision Team will monitor the vote count to declare winners in races for the U.S. Senate, U.S. House, the mayor of Charleston, and the state legislature. A statewide ballot measure is also on the ballot in West Virginia.
